For each account listed on the left, change the "Receive mail items" setting to "Download headers for subscribed folders." By default it's downloading a TON of extra data unnecessarily which is why it's taking so long and generating the error.
Run scanpst.exe located in: C:\Program Files\Microsoft Office\Office14 on all PST files. PST files may be in two locations.
1) C:\Users\jdoe\Documents\Outlook Files
2) C:\Users\jdoe\AppData\Local\Microsoft\Outlook

Target: "C:\Program Files\Microsoft Office\Office14\OUTLOOK.EXE" /safe
This will force Outlook into safe mode when starting. You can also hold down the CTRL key when launching Outlook and it will start in safe mode.
